Workspace, site, person or kiosk: where each setting lives

Clock in is set up in layers. The workspace decides what's allowed at all; each site can use the same or less; a person can be an exception; each kiosk has its own hours. When two layers disagree, the stricter one wins (a way of clocking in must be on for both the workspace and the site).

Example: the workspace allows Phone and Printed site code, with remote clock-in off. The warehouse site ticks only Printed site code and Refuse it, so warehouse staff must scan the code there. The office site ticks Phone and Flag it, so people tap Clock in and are only flagged when they're outside.
